Dr. Lewis Brogdon

Dr. Lewis Brogdon is an effective teacher, experienced administrator, and public intellectual. Over his sixteen-year career in higher education, he has taught at two Historic Black Colleges and Universities (HBCUs), directed two Black Studies programs, and worked in recruitment and admissions. He also worked as a senior-level administrator at an HBCU as it navigated its reaffirmation process. Brogdon has spent the last six years focusing on assessment and accreditation. Brogdon currently serves as Dean of Institutional Effectiveness at Bluefield University in Virginia and oversees planning, assessment, and compliance. The University is accredited by the Southern Association of Colleges and Schools’ Commission on Colleges (SACSCOC) and has programs with external accreditation such as the Commission on Collegiate Nursing Education (CCNE), Council for the Accreditation of Educator Preparation (CAEP), and Council for Accreditation of Counseling and Related Educational Programs (CACREP).  

He is also a sought-out national speaker who has attended high profile meetings and spoken in venues such as the White House, the National Press Club, the South African Embassy, the National Newspaper Publisher Association annual conference in Washington D.C., Black Politics Today, Empower21 Global Congress in Jerusalem, major denominational conferences, and podcasts. During the turbulent summer of 2020, he spoke in churches, colleges, universities, businesses, and nonprofit organizations as they wrestled with the protests that engulfed the nation because of the tragic deaths of Ahmaud Arbery, Breonna Taylor, and George Floyd. In his role as Executive Director of the Institute for Black Church Studies and Associate Professor at the Baptist Seminary of Kentucky in Louisville, he provides antiracist training for leaders in White churches, professional development courses for leaders in Black churches, and teaches courses in African American theology and history, including a course on the life and theology of Martin Luther King, Jr. He has authored five books and over thirty articles on African American political, religious, and historical issues.

Rachel Smith

Rachel Smith completed her B.A. in Linguistics and Sociology at William & Mary. After working as an automotive journalist for about two-and-a-half years, she began a Master of Theological Studies degree at Regent University, which initiated her experience in higher education. Her accreditation experience began by completing annual reports for the Association of Theological Schools, which accredits the Regent University School of Divinity. Later, she was hired as the Assistant Director of Assessment and Compliance (ADAC) to help complete the university’s 10-year Compliance Certification Report for the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC). She was involved in writing, editing, and finalizing evidence for the narratives, as well as preparing for the site visit. As the ADAC, she also managed approximately one half of the institution’s academic and non-academic assessments. Additionally, she partnered with the graduate schools to review and edit specialized accreditation reports and prepare for site visits, as needed.

To further her knowledge in higher education and accreditation, Rachel began the Ph.D. in Educational Policy, Planning and Leadership at the William & Mary School of Education in Fall 2020. In Summer 2021, Rachel became a Fellow for the Council of Higher Education Accreditation (CHEA), a position that inaugurated the CHEA Fellowship Program. Rachel also began consulting with institutions in the Hampton Roads, Virginia area that were completing specialized accreditation reports and Fifth-Year Interim Reports for SACSCOC.

Rachel expects to graduate from the William & Mary School of Education in Spring 2024.

Bill Brown

Known for his expertise in Higher Education Institutional Effectiveness, Bill Brown has been instrumental in achieving/surpassing strategic goals for student success, environment, infrastructure, partnerships, assessment and strategic planning. As a leader of Institutional Planning, Research, Effectiveness, Accreditation, and Assessment since 1993, he has been a vital member of each institution’s academic and administrative leadership team.

Bill’s record of achievements is long and impressive. Most notably, his efforts have supported significant gains in academic, business, and financial performance of each institution. A few of his signature accomplishments include:

  • Bill led a team in creating and implementing the first strategic enrollment plan at Great Basin College.
  • As Accreditation Liaison Officer, he led 3 successful complex reaccreditations.
  • At Aims Community College in Colorado, he was the driving force behind an environmental scan that produced data-rich findings to steer strategic planning.
  • He and his team captured the largest grant in the history of Central Arizona College.

Prior to his 30-year career in higher education, Bill worked in aerospace and served in the US Army for 6 years. Just as important as his professional skills are Bill’s strengths in engaging people, building alliances, exploring and developing new ideas, asking the right questions, overcoming obstacles, and creating strong new opportunities. He is also an experienced public speaker before academic, corporate, economic development, government, and association audiences. Bill holds a doctorate from Grand Canyon University and an MBA and BSBA degree from Chapman University. Bill’s family includes a wife of 41 years and two German shepherds.

Shane Schellpfeffer, Ed.D.

Shane Schellpfeffer, EdD, is currently the Associate Director of Assessment at Kansas State University. He began as the Associate Director at K-State in May 2021. Prior to arriving at K-State, he was the Coordinator of Education and Evaluation and then Director of Evaluation and Assessment at a medical school. In addition, Shane has experience in student affairs assessment while working in a Dean of Students Office and as a residence hall director. He has approximately 10 years of experience in higher education related to assessment and evaluation, as well as accreditation experience with both the HLC and LCME. Shane earned a bachelor’s degree in mathematics from Augustana College (SD), a master’s degree in education from Texas Christian University, a doctorate in educational administration from the University of South Dakota, and is currently a doctoral candidate at the University of North Dakota in the Educational Foundations and Research program. He has presented results of his research at both national and international conferences. His areas of interest in scholarship and research include learning analytics, predictive analytics as it applies to assessment, IPEDS datasets, and curricular analytics.

Position Description

The Director of Institutional Effectiveness and Accreditation at the University of North Dakota provides on campus leadership, vision and administrative oversight for the processes related to assessing  he university’s performance relative to its mission, vision, values and strategic goals.The Director fosters, builds and promotes a culture of comprehensive assessment at UND and provides leadership and administrative oversight to UND’s institutional accreditation efforts.

The director will be expected to:

  1. Support the ongoing assessment of student learning outcomes at the curricular and departmental levels;
  2. Maintain continued compliance with all Higher Learning Commission policies and expectations;
  3. Lead the institution through institutional accreditation processes;
  4. Serve, as needed, as central support to colleges and departments in their national and/or professional accreditation initiatives;
  5. Oversee UND data collection processes required for the effective assessment of the Essential Studies (ES) program (UND’s general education program); and
  6. Coordinate and/or produce, under the direction of the Vice Provost for Undergraduate Studies and Student Success and in cooperation with University Analytics and Planning, the reports and analyses needed to fulfill the objectives above.

The Director of Institutional Effectiveness and Accreditation serves as the lead advocate for excellence in accreditation and assessment efforts at the University of North Dakota. The Director collaborates with the Assessment and Accreditation Specialist to encourage and support best practices in assessment in both Academic and Student Affairs and across the institution. The Director will work closely with the Director of Essential Studies to support and maintain high-quality and meaningful assessment protocols in support of the ES program. Additionally, the Director will work directly with faculty and staff at UND to advocate for and champion meaningful and sustainable assessment practices across Academic Affairs and to ensure compliance with all related policy, regulation and HLC criteria.

The Director reports directly to the Vice Provost for Undergraduate Studies and Student Success, assisting academic leadership throughout the university to develop, promote and achieve strategic initiatives and innovation in assessment and works closely with the University Assessment Committee (UAC), academic units, faculty and staff to ensure annual assessment reporting. 

Additional Expectations

Vision, Leadership and Advocacy

  • Oversight of all institutional assessment of student learning, including co-curricular student learning.
  • Refine current comprehensive assessment practices to create an efficient and effective system that makes use of current assessment applications and software (Taskstream/Planning & Self Study by Watermark), technologies and data.
  • Provide leadership for assessment of student learning in all institutional programs, including graduate programs, undergraduate programs, certificate programs and academic support programs.
  • Ensures that meaningful, appropriate/accurate data and supporting documentation is available to meet the decisionmaking needs of each College.
  • Create an efficient and streamlined plan for co-curricular student learning assessment. Work with Assessment & Accreditation Specialist to develop ways to engage the campus in assessment and increase annual assessment reporting across campus.
  • Coordinates program-wide systems of academic and service area institutional effectiveness plans; provides orientation, training and support to departments in designing institutional effectiveness processes.
  • Work with the leadership of University Analytics and Planning on all matters related to assessment, accreditation and related compliance and reporting requirements and coordinate with UAP on the development and advocacy of a framework of institutional processes tied to the assessment of institutional mission, vision and strategic priorities.
  • Serve on relevant UND committees as needed and assigned including representative on North Dakota General Education Council.

Implementation and Coordination of Accreditation

  • Oversight for all institutional accreditation expectations.
  • Provide leadership for all institutional accreditation activities required by the Higher Learning Commission.
  • Maintain currency with evolving HLC requirements and expectations.
  • As needed, submit program permission requests to the HLC (e.g., for distance programs, certificate programs, new degree programs or modalities).
  • Ensure timely responses to HLC reports and reviews submitted to the institution.
  • Coordinate and oversee site visits as needed.
  • Act as the institution’s Accreditation Liaison Officer (ALO).
  • Provide central support and coordination, when needed, for college, departmental, or program-specific national and professional accreditation efforts.

Assessment of Essential Studies Program (UND’s general education program)

  • Work with faculty to develop appropriate student assessments/ artifacts to measure Essential Studies (ES) learning outcomes.
  • Manage training of VALUE rubrics for each ES learning goal.
  • Collaborate with the Director of Essential Studies on regular collection of assessment data.
  • Process VALUE Rubric data through digital collection (currently Qualtrics) and reporting.
  • Ensure that meaningful, appropriate/accurate data and supporting documentation is available to meet the decisionmaking needs of the program.
