On Saturday, Oct. 19, the UND Police Department received another report of two electric scooters stolen from UND main campus property.
The e-scooters were taken from the bike rack on the south side of the Prairie Rose parking lot. They were reported to have been locked together in the bike rack around 9 am on Saturday, Oct. 19, and were gone when the owners came back to retrieve it at 1:30 p.m.
Both e-scooters were described as black Hiboy S2 models.
No suspects are currently known, and no arrests have been made.
The UND Police Department recommends taking actions to secure personal property, including e-scooters, by using high-quality U-locks to secure bicycles and scooters to bicycle racks.

10/29/2023 1:30 AM - Weapons Violation
Updated Message:
University Police Department officers arrested a 16-year-old juvenile male Sunday
evening in connection with a gun-related incident earlier in the day at a private
residence near campus, according to Rodney Clark, associate vice president for public
safety and chief of police at the University of North Dakota.
The juvenile, who has ties to Grand Forks, was arrested at the University police station
about 10 p.m., Sunday night. The juvenile, whose identity is not being released due
to his minor status, was charged with four counts of terrorizing and is currently
in custody with local juvenile services, Clark said.
Original Message:
Early today (Oct. 29), around 1:30 a.m., the University Police Department (UPD) responded
to a report of a male individual with a gun at a private residence at 3000 University
Ave., adjacent to the University of North Dakota campus. Witnesses reported the male
was seen with a gun in his possession while inside the residence. The witnesses reportedly
asked the male to leave and called police while escorting him out of the residence.
Witnesses also reported that the male suspect allegedly brandished a handgun, waved
the weapon around and pointed it at others while located outside on the private property.
The male eventually left the property on foot and proceeded northwest along Cambridge
Street and then into a nearby church parking lot, according to witness statements
and police reports. Initial police reports described the male as 5’8” to 6’ feet tall,
wearing a purple top with camouflage vest, jeans and black shoes. It is currently
unclear if the suspect has any affiliation with UND.
Upon officers’ arrival, within minutes of the first report, they conducted a search
of the area and spotted an individual that matched some aspects of the suspect’s description.
After a brief pursuit, police were unable to locate the individual. Police then proceeded
to the private residence to collect witness reports.
A federally mandated alert about the incident was issued to the campus community about 2:15 a.m., this morning. Police continue to seek information about the suspect and details surrounding the incident at the private residence, but they do not believe there is an ongoing imminent threat to the campus community and the people of Grand Forks.
Later, UPD officers discovered an Airsoft replica pistol, used to fire nonlethal pellets during military training and other exercises, under a trash dumpster near the church parking lot where the suspect was last seen by police. The replica weapon is likely what was carried and brandished by the suspect, according to police.
Although incidents such as this are rare at UND, it is important to be conscious of
your surroundings and report suspicious activity to the University Police Department
in a timely matter. As always, 911 is the best way to alert police to get the fastest
response. During business hours, the public also can call 777.3491. Don’t take matters
into your own hands. Call police first.
Due to quick response time by local police and the relative small size of the campus,
most incidents can be resolved when police receive prompt notification. A safe campus
derives from a capable and ready police force just as well as a vigilant and watchful
community.

4/2/2020 3:00 PM - Emergency Notification - Serious Illness
On Thursday, April 2, 2020, UND was notified that we had a positive case of COVID-19 within a member of the university community. The individual is currently receiving care and has not been on campus since March 30. The university is assisting public health officials in following up with any others that the individual may have recently come into contact with. Anyone who has been identified as a close contact will be notified by the North Dakota Department of Health and provided with additional information.
The well-being of the community is the University's first priority. It is important to note that no classes were being held during this time, and the vast majority of the campus community is working and learning remotely.
The North Dakota Department of Health has protocols for testing, announcing and advising cases — including contact tracing — along with individuals’ healthcare professionals. It is up to public health authorities to determine what information is shared publicly in the interest of public health and in accordance with relevant privacy requirements.
The University implemented numerous changes over the past few weeks in an effort to slow the spread of the virus. The increase in positive cases in the state and elsewhere also shows the importance of the steps that were taken in accordance with state and federal governmental and public health directives and recommendations including: self-quarantine guidelines, remote learning and telecommuting, cancellation of events and other social distancing strategies.
The health and safety of the community is the utmost importance, and individuals are urged to become familiar with health information and updates outlined by the CDC and North Dakota Department of Health. According to the CDC, anyone who feels sick should seek medical advice by first calling ahead to your doctor or an emergency room. Medical professionals are in the best position to recommend whether further action is needed.

We can't stress enough the importance of reporting suspicious behavior as soon as it is safe to do so.
Some common examples of Suspicious Activity may include:
- Unusual noises, including screaming, sounds of fighting, and breaking glass.
- People in or around buildings or areas who do not appear to be conducting legitimate business.
- Vehicles driving slowly and aimlessly through neighborhoods, around schools or parking lots.
- People peering into parked vehicles that are not their own.
- People who change their behavior when they notice they have been seen.
- People dressed inappropriately for the weather or occasion, (i.e., heavy coat in warm weather).

01/06/2018 8:40 AM - Attempted Sexual Assault
On Saturday, January 6, 2018, the University of North Dakota Police Department received

awoke to an unknown male suspect in her room. The suspect had attempted to remove
the victim’s clothing. After a brief conversation the male suspect exited the room.
The suspect was described as:
A Black male, 5-08 to 5-10, with a medium build wearing a blue sweat shirt and black

If you have any information regarding this investigation, please contact UND police at 777.3491.
The University of North Dakota Police Department reminds all community members of the following information about sexual assault. Note that this information is general in nature and does not necessarily relate to any specific incident:
According to a US Department of Justice report, one in every five college women and one in every sixteen college men will be the victim of a sexual assault or attempted sexual assault during their time in college.
Survivors are never responsible for the offenders' behavior.
The most common type of sexual assault is not by a stranger but by someone the victim knows, typically a date or acquaintance. Alcohol and drugs are often used to create vulnerability to sexual assault. Studies of sexual assault incidents show a high correlation between acquaintance rape and drug/alcohol usage. Be alert to people pressuring you or others to use alcohol or other drugs. Be alert to people pressuring you or others to accept either alcoholic or non-alcoholic drinks prepared by others. If you do not feel comfortable accepting a drink you did not prepare yourself, do not do so.
Trust your instincts. If you feel uneasy or sense something is wrong, do what you can to get out of that situation or call for assistance.
Use and encourage others to have a companion or a safe means of getting home, i.e., a trusted friend, or taxi if available.
Be active in supporting a safe and respectful community. If you see others engaging in disrespectful or inappropriate actions, speak up and get involved, or contact someone else to assist.
If you engage in sexual activity, be sure you understand your partner's limits, and communicate your own limits clearly. Don't engage in sexual activities without affirmative consent from your partner.
If you have imminent concerns for the safety of others, call the police to ask for assistance.

Warning Community About Drug in the Area
The University of North Dakota Police Department would like to warn the campus community about dangerous synthetic/designer drugs that are being found in the Grand Forks community. These drugs are extremely dangerous even in small quantities and due to the nature of the way they are being obtained users cannot be certain of what substance(s) they are actually ingesting.
According to the Grand Forks Police Department, there have been numerous serious life threatening drug overdose incidents in the City of Grand Forks in recent weeks some of which have resulted in death. The victims of these overdoses have typically obtained their drugs over the internet and we urge extreme caution to citizens in regards to these drugs.
Individuals should keep their eyes open for such things as small pieces of tinfoil, straw shaped devices, baggies, white powdery substances, any other suspicious looking items, and any unusual behavior. Included in the substances that have been seen by law enforcement recently are NBOMe and Fentanyl. These are by no means the only substances about which to be concerned.
While the police are aware of some of the recent overdose incidents, we are certain that the instances we know about are only the tip of the iceberg as most overdoses go unreported to the police.
People who have ingested these drugs commonly experience the following affects.
- Depression
- Respiratory distress
- Aggression
- Hypertension
- Seizure activity
- Bleeding in the brain
- Heart failure
- Kidney damage
If you have information relating to this type of incident, please call the Grand Forks Police Department at 701.787.8000 or the University Police Department at 701.777.3491. If you would like to remain anonymous, please visit the Report a Concern website.

If you have an emergency after normal weekday business hours or on the weekend, please call FIRSTLINK, at 701.777.2127 and press "1" to be connected to the crisis line. FIRSTLINK will provide information, support, referrals, and, if needed, will transfer your call to the UCC professional staff member on call that can provide emergency consultation.

GFPD Warning Community About Drug in the Area
There have been several recent suspected overdose medical assists the Grand Forks Police Department is investigating to see if they are connected. Many of these suspected overdoses have required on scene life-saving measures such as CPR.
The substance is Powdered Fentanyl, which is a very potent Opiate (Schedule II narcotic). This represents a significant threat to those who use it, as this is not Fentanyl obtained from a pharmaceutical manufacturing company; instead it has been obtained through illicit means, resulting in unpredictable potency.
The effects of an overdose can sometimes be minimized with prompt medical attention. The Grand Forks Police Department urges people to call 911 if they see any erratic or unusual behavior, in a friend or loved one.
Common signs and symptoms of an overdose:
