Bulk Mail Preparation
Bulk mail consists of 200 or more identical pieces and must meet the US Postal Services move update requirement in on order to receive the bulk mail discounted postage rates.
The requirement states the mailing list must be updated within 95 days prior to mailing by an approved USPS method. This requirement can be satisfied by submitting a mailing list electronically to a vendor that will check the USPS change-of-address database for any address changes. Campus Mail Center offers this service for $.01 per record. The requirement can also be met by placing an endorsement of "Address Service Requested" or "Return Service Requested" on the mail piece or by including "or current resident" in the address.
Mail Center offers a mail addressing service. An address list can be sent by email to CPS and CPS will CASS certify the list which checks for address accuracy (different from change-of-address filings for the move update requirement). After CASS certification, the mail piece can be addressed with a delivery point barcode which reduces postage costs. CPS charges $.02/piece for addressing.
