Appealing a Citation

Citations have 14 calendar days from the date issued to be appealed with UND Parking Services.

Required Information for an Appeal

Before submitting an appeal, please have the following information ready:

  • Citation Number
  • Vehicle Information
  • Your Contact Details (Name, phone number, email address)
  • The reason for your appeal
  • Any supporting documents or photos that can be used as evidence that the citation was issued in error.

Evidence must be submitted at the time of the appeal. If you forget please email parking@UND.edu to have the evidence added to the appeal. Evidence can not be added after an decision on the appeal has been reached. 

Submitting an Appeal

Online through the Parking Portal

Current and Former UND Students, Faculty, Staff, Affiliates and those that not affiliated with the University can submit appeals online through the UND Parking Portal. 

Current or Former Students, Faculty, and Staff

Log in using your NDUS credentials (the same username and password used for Campus Connection/Blackboard)

Guests/Visitors

Log in using your guest account

  • If you have already created an account, use the same credentials as before
  • If you don't have an account, you can create an account and follow the prompts

Submit the Appeal (Once Logged In)

Once logged in:

  1. Select "View Your Citations"
  2. Choose the citation you want to appeal, if you do not see the citation you can either search for it or add the vehicle the citation is listed under to your account.
  3. Click on "Appeal"
  4. Follow the on-screen prompts to complete the appeal

By Phone/Email

Call 701.777.3551 between the hours of 8 a.m. and 4:30 p.m. Monday - Friday or email parking@UND.edu to submit an appeal. 

In Person

Appeals can be filed in person at the parking office. Visit the UND Parking Office at 3791 Campus Rd Room 100, Grand Forks, ND 58202 between the hours of 8 a.m. and 4:30 p.m. Monday - Friday.

What Happens After an Appeal is Submitted

All citations appeals are reviewed within 14 business days of being submitted to UND Parking Services. Once the appeal has been submitted the following steps take place:

  1. The Appeals Officer will review your appeal, any supporting evidence, and the details of the citation
  2. Relevant UND Parking Services Regulations are checked against the circumstances of the appeal
  3. Additional materials may be reviewed, such as campus maps or digital photos of area signage. 
  4. A decision is made based on the gathered information
  5. You are notified of the decision via email, sent to your official UND campus email if you are a student, faculty, staff or affiliate, or to the email address listed on your parking account if you are a guest or visitor.

Appeal decisions are determined using several factors, including:

  • Type of violation
  • Any prior citations that were issued as the same violation
  • Posted signage in the area
  • Status of an existing parking permit
  • The reason(s) given for the appeal

What the Appeals Officer Can Decide

The appeals officer can make one of the following decisions after review:

  • Reduced to Warning means that the appeal was granted in part. The citation is reduced to a warning and the fine was waived. 
  • Fine Reduction means that the amount of the fine on the citation is reduced. Payment of the reduced fine is still required
  • Appeal Granted means that the citation issued was not valid and is voided. No payment will be required on the citation. 
  • Appeal Denied means that the citation has been upheld and payment for the citation will be required.

Disagreement with the Decision

If you do not agree with the decision of the appeal, you can submit a final appeal to a manager within UND Parking Services that will be held in person. You have 7 days after receiving the appeal decision to notify UND Parking Services that you want to appeal further.

You have 14 calendar days to submit an appeal on any citation issued by UND Parking Services

You will receive an automated email when an appeal is filed through the Parking Portal. Appeals submitted in person or over the phone can be viewed in the parking portal once staff have entered the appeal into the system.

A decision on the appeal will be made within 14 business days of the appeal being filed. Decisions will be sent via to the email on the appeal. 

UND Parking Services will make a decision on your appeal with 14 business days of the appeal being filed. 

If it's approaching the 14 day deadline and you still haven't heard a response, please contact Parking Services at 701.777.3551 or emailing parking@UND.edu.

If your appeal is denied you can submit a second appeal on the citation within 7 days of the decision. The second appeal will be an in-person meeting scheduled between you and a manager at UND Parking Services.

If you lost the citation or don't know the citation number, you can contact UND Parking Services at 701.777.3551 or by emailing parking@UND.edu with your name, NDUS EMPLID, and license plate of the vehicle.
