Policies & Regulations
UND Parking Policy (PolicyStat)
UND uses a virtual permit system, meaning your license plate serves as your parking permit. It's essential that your license plate information is entered accurately and kept up to date in the UND Parking Portal.
- If your vehicle does not have license plate yet, the last 8 digits of the Vehicle Identification Number (VIN) can temporarily serve as your license plate, until plates are added. If you need to update your vehicle information, you can use the UND Parking Portal or contact UND Parking Services.
- A valid parking permit is required to park in any campus lot unless signage indicates otherwise. Permit enforcement is active year-round, and vehicles parked without the appropriate permit type will be issued a citation.
- UND Parking Services primarily offers annual permits for students and employees that are valid from August 16 and expire August 15 of the following year, regardless of the purchase date. For individuals who only occasionally park on campus, daily permits and hourly parking are available throughout designated pay-to-park areas.
- Due to the limited parking availability on campus, only one vehicle per permit may be parked on campus at a time.
Parking Enforcement
- Vehicles without a UND permit are able to park on campus for a limited time via Hourly Pay-to-Park.
- Permits are valid yearly from August 16th to August 15th of the following year. Permits are virtual and are associated to a license plate.
- A valid temporary pass must be displayed or a UND virtual permit associated to plate to avoid citations.
- If no permanent license plate is affixed to the vehicle, the last 8-digits of the ‘Vehicle Identification Number’ (VIN) are to be used instead. Under the option for ‘State, please select ‘Missing Plate’. Once you receive your official license plate and have placed it on your vehicle, please update your permit accordingly.
- Parking enforcement is conducted year-round.
Open parking on campus is designed to make it easier for students, employees, and visitors to access the UND campus after regular hours. However, there are specific times, locations, and event-related exceptions that determine where and when you can park without a permit.
Hours
- Weekdays: 4 p.m. - 7 a.m. of the following day (except between 3 - 5 a.m.)
- Weekends and Holidays: No permit required unless otherwise posted
Where You Can Park
Open parking is allowed in the lots and zones with the following signs:

E Zone - Employee Only

S/E Zone - Student or Employee

O/S/E Zone - Overnight,
Student, or Employee

SR Zone - Student Reserved
Where You Cannot Park
While most parking areas on campus are open, there are still areas that are enforced during open parking. These include:
- All Overnight "O" Housing Lots
- Employee Reserved Parking Stalls
- Any safety concerns based on how vehicles are parked
- Loading stalls and timed parking areas on campus
Event Exemption
During some events on campus, certain surface lots may not qualify for open parking. These areas may be converted to event pay-to-park lots or restricted to UND permit holders only, depending on the event location and time. Event restrictions most commonly occur during men’s hockey games at Ralph Engelstad Arena.
Always follow posted signs and the direction of parking attendants during special events. Vehicles parked in violation of event restrictions are subject to being cited.
UND Parking Services issues Repeat Offender Citations to address continued non-compliance with campus parking regulations. This policy protects permit holders and ensures designated parking areas remain available for their intended purpose.
What Counts Toward Repeat Offender Status?
Only citations that are currently paid or unpaid within the current academic semester are included in this determination.
The following do not count toward repeat offender status:
- Warnings
- Voided citations
- Citations currently under appeal (Until a final decision is made).
Repeat Offender Thresholds
Citation totals are tracked by academic semester. As totals increase, the following notices are sent to the permit holder's UND email:
- First Notice - after the 6th citation has been issued
- Second Notice - after the 8th citation has been issued
- Final Notice - after the 9th citation has been issued. Parking Services will also contact the owner of the vehicle to discuss the matter as well.
The 10th citation within the same academic semester will be issued as a Repeat Offender and carry an $80 fine.
If you plan on leaving campus for winter break and will not be taking your vehicle, UND offers the following parking options based on your parking permit.
Overnight Permit Holders
Permit holders with an overnight "O" permit can leave their vehicle in the assigned overnight lot for the duration of winter break. Prior to leaving for break please make sure that the license plate that is facing the driving lane of the parking lot is visible and clear of snow.
Parking Ramp
Any UND permit holder may choose to also utilize the parking ramp as a sheltered location to park their vehicle. The cost is $7 per day (excluding weekends or university holidays). Payment for long-term sessions can be made at the pay stations located on the first and fourth floor of the southwest tower of the parking ramp.
Bicycles
- Bicycles must always be parked in bike racks; bike racks are located outside most buildings and throughout campus
- Locking bikes to trees, railings, or sign posts is prohibited
- UND prohibits the use of bicycles inside University buildings, on any pedestrian ramps, loading docks and on rails
- Adhere to any signs posted regarding the use and parking of non-motorized vehicles
- Blocking any entrance or exit to a building is prohibited
- Parking in an stairwell, hallway or any other location that violates fire and safety regulations is prohibited
- Students residing in university residence halls or apartments should contact the Housing office for information on Housing specific bicycle policies.
Motorcycle Parking
Winter motorcycle commuting is allowed; however, motorcycles may not be stored or left overnight on campus in parking lots or the parking ramp.
Annual reminders will be shared each October with motorcycle permit holders. For questions or assistance, please contact Parking Services.
UND works to inspect and clear snow from all sidewalks and parking lots throughout the winter each day throughout the campus with the goal of completing the snow removal process by 12 p.m. the day following the snow event occurring.
Within UND parking lots, the UND Snow Removal crews will clear the driving lane of the parking lot of snow. Depending on snow amounts, there may be a ridge of snow behind your vehicle that you may need to drive over to get out of the parking stall. If your vehicle becomes stuck on a ridge between the hours of 8 a.m. and 4:30 p.m. to contact Parking Services for assistance.
Full Lot Clearing
After heavy snow fall or during academic breaks, UND will attempt to remove as much snow from parking lots as permitted. Notification of a lot closure due to snow removal will be sent in advance and parking alternatives will be arranged for those in the affected zone or parking lot during the closure.
Reporting Unsafe Conditions in Parking Lots
If you notice icy or slippery areas within a parking lot, please report them as soon as possible by contacting UND Parking Services at 701.777.3551 or by emailing parking@UND.edu with the location and a brief description of the issue.
