The Civil Rights & Title IX Office EO/Title IX) provides leadership and coordination of the University’s efforts to comply with civil rights laws, including Title IX, Title VI, Title VII, and others. Receives and resolves reports of discrimination, harassment, and sexual misconduct. Coordinates the University’s Americans with Disabilities Act compliance efforts, including digital accessibility required by Title II of the ADA.  Responsible for oversight of the University's equal opportunity and affirmative action program compliance.

Core Services Specifics

  • Oversee the University’s compliance with Title IX, disability and anti-harassment/discrimination laws and regulations, identifying and addressing any patterns of systemic problems revealed by such reports and complaints, and providing guidance on development of related policies and procedures.
  • Promptly review, investigate or oversee the investigation of, and resolve all reports of sexual misconduct and protected class harassment/discrimination in institutional programs, services, benefits, housing, extracurricular activities and related opportunities.
  • Provide training, education and consultation through presentations, workshops and on-line methods for faculty and staff related to sexual misconduct and protected class harassment/discrimination awareness, prevention and compliance.  Collaborate with the Division of Student Affairs and other offices to provide similar education for students.
  • Serve as the liaison to state and federal civil rights agencies including the Equal Employment Opportunity Commission, the Department of Education Office for Civil Rights, and the North Dakota Department of Labor and Human Rights.  Respond or collaborate with other offices in responding to and resolving administrative complaints from those offices.
  • Track incidents of discrimination, harassment, and sexual misconduct to monitor for trends and patterns. Collaborate with departments, divisions, colleges, and individuals, as appropriate, to address identified patterns.
  • Provide reports to executive leadership regarding numbers and types of discrimination, harassment and sexual misconduct incidents involving campus community members.
  • Consult regularly with Human Resources and others, as appropriate, on matters involving staff and faculty searches, hiring, promotion, discipline, and termination to ensure compliance with federal and state laws and regulations and University policy.
  • Prepare and monitor the university’s affirmative action program. Collaborate with Human Resources and other campus partners to recruit a qualified and diverse candidate pool.
  • Provide guidance to hiring officials regarding equal opportunity and affirmative action obligations to ensure that the interview and selection processes are free from discrimination.
  • Remain informed on changes to guidance, laws or regulations affecting the University’s Title IX, discrimination, equal opportunity, and affirmative action compliance efforts.
  • Provide leadership and expertise on the development of institutional policies and procedures for disability compliance in programs, facilities, and services.
  • Review, investigate and authorize, as appropriate, employee requests for reasonable accommodations under the Americans with Disabilities Act. Consult with faculty and staff on the selection, implementation and use of adaptive technology.
  • Work in partnership with Disability Resources for Students to identify, address and resolve access issues experienced by students.
  • Partner with CVIC to create and oversee CVIC at UND, which provides (1) confidential support for students and employees who have experienced interpersonal or sexual violence; and (2) education for students and employees on interpersonal/sexual violence awareness and prevention, healthy relationships, being a supportive bystander, and other related topics.
  • Oversee and coordinate UND’s compliance with digital accessibility regulations pursuant to Title II of the ADA.

  • Recruitment and Staffing
    • Assist departments/managers in Staff Recruiting including: preparation of Position Descriptions, requisitions and job postings; place advertisements; respond to applicant questions; initial screening of applicants; review and approval of all staff hires; offer letters, process/bill background checks; assist departments and new employees through on-boarding process.
    • Management of the Recruiting Software for the recruitment of UND faculty, staff, and Students.
    • Strategic Staffing advisement, including the identification and addressing of staffing implications as it relates to UND’s business strategies and plans.
  • Compensation
    • Management of the compensation plans for employees (faculty and staff) at UND. Reviews compensation on each position to ensure appropriate market, job family and job band.
    • Complete all salary surveys, market benchmarks and job code/equity work.
    • Respond to requests for information regarding salaries for UND faculty and staff.
  • Payroll Services (provided for UND in addition to CTS and NDUSO via an SLA for those entities)
    • Payroll administration for all employees (staff, faculty and students) at the University of North Dakota.
    • Reconcile and report all payroll, taxes and deductions, as required by law, in compliance with local, state and federal laws.

The Print & Mail Center provides cost efficient, timely copy and print services, as well as mail processing services. Copiers located across campus are also managed by the Print & Mail Center to ensure that the equipment meets the needs of the users in terms of machine size, features, copy quality and copier placement.

  • Supports the University by providing mail and package deliveries
    • Mail is sorted and delivered daily throughout the campus.
    • Outgoing mail is picked up from departments when deliveries are made.
    • Delivers UPS and Federal Express packages, duplicating print jobs, as well as printer and copier paper.

    • Guidance in mail piece design

  • Provides/processes copy, print and related services to include black and white printing, color printing, large format printing, folding services, booklets, binding, envelopes, letterhead, and business cards.
  • In conjunction with Procurement and Payment Services, provides input to departments to select satellite copiers that best meet the needs of their department, for a reasonable cost per copy.
  • Monitors vendor performance in terms of service provided to the customer. CMP eliminates the need for individual departments to research and compare pricing, functionality, quality, service, and maintenance).
  • Maintains the satellite copier program by billing departments monthly.
  • Provides and monitors service and supplies for departmental copiers.
  • Pays all invoices for purchase and copier service contracts throughout the term.
  • Provides and coordinates training to key operators and users on departmental copiers.

  • More than one daily mail delivery/pick up to buildings/departments. Additional deliveries $60 - $100 depending on number of stops.

Risk Management & Insurance is responsible for mitigating the State’s liability to tort claims.  All claims are reported to the appropriate insurance carrier within 24 hours.  Follow-up on claims with Facilities and/or adjuster is accomplished within 30 days.  Inspections of damaged property for insurance claims is done within 24 hours of notification of loss.  Also responsible for UND’s building and contents coverage, and administration of Vector Solutions.

The Office of Safety is committed to providing a safe workspace, promoting safe work practices, applicable training, protection of the environment, and compliance with all required standards and regulations.  This service is provided throughout all areas of the institution. Overall, the Office of Safety is responsible for continuous compliance with a wide variety of codes and regulations, as well as ensuring that all involved are aware and trained as required. We are responsible for the Worker’s Compensation processing of employee incident reports, filing of worker’s compensation claims, loss-time claims, and working as a liaison between the employee and NDWSI. 

Our Office is responsible for the coordination of out-of-state and out-of-country worker’s compensation coverage. We perform ergonomic assessments and identify proper workstation setup as well as needed work practice changes to prevent/address cumulative trauma injuries. We are responsible for the coordination and maintenance of the Medical Monitoring Program. We are responsible for the administration of Vector Solutions Training and EHS Management Systems.

The determination of whether to grant the accommodation request will be made in accordance with the University's Workplace Accommodation Policy.
    • Provide para-transit shuttle services to students who, because of special needs or a mobility impairment, cannot access the fixed campus route shuttle service. Student eligibility is determined by the Office of Community Standards.

Core Services Specifics

  • Responsible for all administrative activities, including budget, facility, and personnel management. The unit ensures compliance with UND policies, oversees supervision of staff, and establishes budget plans.
  • In collaboration with other library units, establishes acquisition and access strategies for the scholarly resources required to support the teaching, research, and service mission of UND.
  • In collaboration with other library units, handles strategic planning for the libraries, including space, technology, and program/service planning and ensures that the libraries’ strategic planning is congruent with UND strategic and space plans.
  • Library administration is involved in advancement of Library fundraising from public and private sources. This includes grant writing and solicitations from prospective donors.
  • The unit maintains relationships with the SMHS (School of Medicine and Health Sciences) Library Resources and the Thormodsgard Law Library and ensures strong relations and communications with EERC, Music, and Geology branch libraries.

  • The Art Collections are displayed in many ways across the UND campus. The most visible is through the Living Art Museum, putting works of art in the hallways, classrooms, and buildings we use every day.
  • Works are also exhibited at the UND Art Collections Gallery at the Empire Arts Center in downtown Grand Forks, showcasing the art to the community. Additional campus galleries managed by UND Art Collections are located on the main level of the Memorial Union (the MUG (Memorial Union Gallery)), the second floor of the School of Medicine and Health Sciences, the second floor of Skalicky Tech Incubator, and in the east atrium of Columbia Hall.   • The Collections department oversees interlibrary loans and gathers information on what gaps may exist in the collections.
  • The Interlibrary Loan Unit is responsible for obtaining library resources for UND patrons and sharing the library’s resources with other libraries (interlibrary loan partners) around the world. In FY 23, 1,864 interlibrary loans were obtained for CFL borrowers.
  • The Collections department is responsible for acquisition, accessibility, and deaccessioning decisions for both print and electronic resources. In FY 23, $ $3,327,361.00 was spent on collections, including $2,061,666 for serials, $1,128.775.00 for databases, and $103,432.00 for books.
  • The unit is also responsible for assessing the level of support and resources needed by each academic department, program, or other campus unit, and working toward ensuring we have the right collections to support faculty and student needs. Reference librarians and other librarians with collections responsibility for departments work with all departments and centers to identify and acquire necessary resources for faculty, students, and staff to conduct the business of the university, including teaching, learning, and research.
  • The Collections department also handles all resource negotiations and licensing, across all formats of materials in collaboration with legal counsel, procurement, and the Office of the CIO as appropriate. This includes all licenses for shared resources, subscribed to by CFL, and/or the Health Sciences Library, and/or the Thormodsgard Law Library.

  • Make UND's scholarly work available in digital form through the UND Scholarly Commons, including copies of theses, dissertations, artwork, faculty publications and special collections

  • The Reference & Research Services Department is responsible for providing direct assistance and guidance to CFL users by identifying appropriate resources to solve their information needs, providing instruction and guidance to users in how to locate, evaluate, and use these resources, and ensuring collections meet user needs to the greatest extent feasible.
  • In addition, librarians provide specialized reference and research services, instruction, and assistance with scholarly publishing to their assigned departments. They also provide assistance with Government Documents and patents.
  • In FY23, librarians held 1,794 research consultations and answered 1,159 chats. 2,371 students attended 193 in-person research instruction sessions and 491 attended 27 online research instruction sessions. 1,403 students completed 23 online library tutorials. They also created and updated 112 research guides, covering 63 subjects.
  • The Access Services Department includes the Circulation Unit and the Periodicals Unit. They also work closely with the ILL unit of Collections. Access Services is responsible for making resources available to members of the UND community and beyond by a) managing physical and electronic collections, including Reserves; b) providing access to resources held within the library system by answering quick informational questions and assisting users with finding materials; c) handling the circulation of materials; d) providing assistance with scanners, reader/printers, and other equipment; e) providing general building security and oversight; and generally providing superior customer service. In FY 23, 157,629 people visited the library’s facilities, 11,408 physical library items circulated, 520,781 online full text journal articles were accessed, 30,047 eBooks and streaming videos were accessed.

  • The Orin G. Libby Manuscript Collection, which consists of over 1,900 individual collections. The manuscript collection documents many different subjects related to ND history, including politics, business, women’s history, and more.
  • University Archives, which preserves historical materials significant to UND. These consist of records from university administrative and academic offices, as well as publications such as the Dakota Student, the Alumni Review and the Dacotah annual. The Department also maintains a copy of every thesis and dissertation authored at UND. Special Collections has a formal mandate from the State Historical Society of North Dakota to collect materials related to UND.
  • The Family History Room, which maintains resources to support genealogical research, specializing in Norwegian ancestry.
  • The North Dakota Book Collection, which houses publications regarding all aspects of ND history and heritage. It includes publications by UND students, faculty, staff, alumni, and authors from North Dakota.

  • Apple and Dell Warranty Services
  • Full computer support for UND owned computers less than five years old, including Apple, Dell, Microsoft, and Lenovo. Computers between five - seven years old will be assessed for feasibility of support as requests for support are received. Support may be limited for computers between five - seven years old and one - two devices are supported per user. Computers older than seven years will not be supported and must be sent to surplus.
  • UND owned Mobile devices (iPad, iPhone, Android, Chromebooks, etc.) will receive limited support as tertiary/supplemental devices. UIT personnel will assist in initializing the devices, connecting to Campus WIFI, and setup email in the Microsoft Outlook App. All other issues will receive good faith effort, but may be beyond the scope and capabilities of personnel to fulfill the request.

  • Development of technical help guides, basic, self-service tutorials, and knowledgebase - create/maintain instructional web content, YouTube videos, knowledgebase articles, etc.
  • Manage username changes, migrating email to a new account, updating Duo profiles and accounts, and other identity management systems
  • Provide campus notifications for upcoming and critical outages and notify users of compromised accounts, reset password, unblock accounts.   
  • Administer Office 365 accounts including: Teams, Bookings, assist with creating Microsoft resources, and troubleshooting issues
  • Assist with and troubleshoot network and desktop issues
  • Assist with student print management solution issues and order paper, supplies and request service for kiosks, MFP’s, and print stations
  • Create and review the documentation on systems and processes
  • Response times: Critical issues - four business hours, other requests - eight business hours. Response time may vary depending upon service volume (example: the beginning of the semester)
  • Resolution times dependent upon the nature/severity of the problem
